On November 14, 2018, Department of Commerce (Commerce) published its affirmative final determination in the countervailing duty investigation and less-than-fair-value (LTFV) investigation of large diameter welded pipe from China in Federal Register, on January 30, 2019, the International Trade Commission (ITC) notified Commerce of its final determinations on both investigations Based on affirmative final determinations by Commerce and the International Trade Commission (ITC), Commerce issued an antidumping duty order on large diameter welded carbon and alloy steel line and structural pipe from the People’s Republic of China (China) and a countervailing duty order on large diameter welded carbon and alloy steel structural pipe from the People’s Republic of China (China) on March 6, 2019.
For the LTFV investigation, Commerce finally determined that all respondents applied to the China-wide rate of 132.63%.
For the countervailing duty investigation, Commerce finally determined that the following subsidy rates existed:

While the HTSUS subheadings are provided for convenience and customs purposes, the written description of the scope of this order is dispositive.
